I. Disinformation: Deep Seaport has been relocated from Ibaka to another location.

Nkpubre: “The Federal Government through a Ministerial Committee set up a Project
Delivery Team to carry out due diligence studies for the Project. The team worked with Consultants through a rigorous procedure to select a site near Ibaka Bay and close to Tom Shot Island as the most preferred location for the Deep Sea Port.

The Due Deligence Report was submitted since January 2013 and Outline Business
Case was submitted in July 2013.”
“The Government of Akwa Ibom State began to work surreptitiously against the location of the Deep Sea Port at the preferred location in Oron Nation.”
“The location they want to move the Port to is most unsuitable. It was earlier rejected by the location assessment done under the Project Delivery Team.”

FACTS:

  1. At no time was Ibom Deep Sea Port located at Ibaka.
  2. Approval for the location and construction of a deep seaport is constitutionally the exclusive preserve of the Federal Government of Nigeria. There is not in
    existence a document that indicates the Federal Government located the Deepsea port in Ibaka at any time.
  3. In May 2015, the Federal Executive Council (FEC) approved the Outline Business Case and Commencement of Procurement Phase of Ibom Deepsea Port.
  4. The Outline Business Case was presented at FEC by the then Minister of Transportation upon recommendation by the Ministerial Project Development Steering Committee (MPDSC).
  5. The MPDSC chaired by the Ministry of Transportation comprises of several relevant Federal Government agencies including the project proponent, Akwa Ibom State.
  6. The MPDSC approved the OBC submitted to it by the consultants (Felak/MBTC) that were engaged by the Administration of H.E. Godswill Akpabio who is credited with having obtained the FEC approval for the OBC in 2015.
  7. The OBC expressly recommended the current seaside location of the port project and the current name of the port to the FEC for approval.
  8. MTBS is a reputable international maritime consultancy company. It subjected the 5 locations (Oron, Tom Shot, Okposo, West Point and Seaside) proposed for the location of the Ibom Deepsea Port to a rigorous scientific process which recommended the Seaside as the most suitable location for the port.
  9. Oron, Tom Shot, Okposo – Ibaka, West Point are located from the Cross River estuary towards the inland river while the recommended and approved location abuts the sea. The seaside location is referenced by Engr Nkpubre as Ibeno in his interview.

10.Below is an excerpt of the OBC that was submitted by the Ministerial Committee to the Minister of Transportation who presented it to the FEC for approval in 2015. Please note the parameters and the scores allocated to each site.

11.Other than the studies by the MBTS and previously by Worley Parsons, there is no record of studies commissioned by the Akwa Ibom State Government to identify and compare the suitability of possible locations for the deepsea port.

None of the aforementioned scored Ibaka as the preferred location.

12.It was the impression of AKSG Technical Committee on Ibom Deepsea Port and Ibom Industrial City who have been buffeted by Engr Nkpubre’s consistent opposition that he may not have the correct information at his disposal.

Consequently, the AKSG Technical Committee on Ibom Deepsea Port and Ibom Industrial City engaged Engr Nkpubre directly and furnished him the information above and more including several diagrams and satellite photos from the OBC for
him to be properly educated on the matter.

13.Engr Nkpubre has been corrected several times that the document he keeps referring which was allegedly produced by the Felak/MTBS in 2013 is not the final draft OBC that was submitted to the MPDSC and subsequently presented by the Minister of Transportation to the FEC.

14.It is curious that Engr Nkpubre has chosen to ignore the caveat printed in bold by the authors of the draft he hangs his arguments on even though his attention
had been drawn to it. The caveat states that “Further research on all characteristics required to make fully founded location selection.”

15.In 2014 produced a revised report (OBC) which reflected the further research advised in the previous version he peddles. It is that final OBC dated 2014
recommending the seaside as best location that was submitted to the FGN for approval which OBC was approved in 2015.

16.Apart from the direct engagements, Engr Nkpubre actively participated at the meeting convened by the Oron Union on 17 April 2021 where all these concerns
were comprehensively addressed.

17.The satellite photo below demonstrates even to the non-expert the shallow depth and heavy siltation of the rejected locations including Ibaka upriver towards
Calabar compared to the blue waters at the FEC approved seaside location of the port.

18.The AKSG Technical Committee set up by H.E. Governor Udom do not have the authority nor mandate to change the location of the port or the name of the port as approved by the Federal Government in 2015 pursuant to the recommendations in the OBC produced by the previous administration.

19.The FEC approval of the Full Business Case obtained by H.E. Governor Udom’s Administration reflects location and name of the project as earlier approved by the Federal Government. There was no attempt to change the previously approved port location and name.

II. False Allegation:
Nkpubre: “…falsity and dishonesty involved in the relocation of the Deep Sea Port
from Ibaka”.
“..they went to procure a cooked-up new assessment document to overturn a
previous location assessment carried out by the Project Delivery Team.”

FACTS:

  1. It is most unfortunate and unkind that Engr Nkpubre with the facts at his disposal which demonstrates the scientific approach in the OBC employed by the
    independent foreign experts engaged by H.E. Governor Akpabio would levy such spurious allegations against the administration that is widely credited for having
    secured the FEC approval of the OBC and indeed the entire Ministerial Committee that approved and recommended adoption of the OBC to the then Minister of Transportation.
  2. How was the OBC dated October 2014 on which recommendations the Federal Government approved the current seaside location of the port “cooked-up”, “false” and “dishonest”?
  3. The deliberate use of the misnomer “relocation” has clearly been proved to be a disinformation campaign intended to whip up sentiments. How is it possible to
    relocate a port from Ibaka if the Federal Government never approved Ibaka as the location of the deepsea port in the first place?

III. Disinformation on cost of construction
Nkpubre: “The cost implications will definitely be enormous and comparatively much
more higher than building a Deep Sea Port at a Natural Habour at Ibaka. We do not
have many dugout ports in the world and comparative cost data are not easily
available.”
“When comparative cost analysis was carried out for different locations during due diligence studies for Ibaka Deep Sea Port, the preferred location at Ibaka had a cost figure lower than the Ibeno location. The comparison was for building a normal Port
at Ibeno coast not a Dugout Port.”

FACTS:

  1. The studies at our disposal, specifically the OBC presented the concept design of a dug-out port. It was not that of a traditional port alongside a coast.
  2. Engr Nkpubre has admitted that he does not have the data to base his
    conclusions on.
  3. The preferred bidders have their experts in port economics, port finance, port construction, port engineers etc which they relied on prior to submission of their very detailed bids in response to the RfPs issued. It is doubtful that reliance will be placed on Engr Nkpubre’s opinion.
  4. The commercial risks around cost of construction or locational suitability rests on the profit-oriented project partners that are investing capital and who are armed with very sophisticated advisers.

IV. False Allegation: Investors are “fronts”
Nkpubre:“If they go ahead, people will be forced to believe that the so called Core Investor is only a front. People who have stolen humongous amount of money from Government want to use this vain project to launder such funds.”

FACTS:

  1. The preferred bidders are reputable international companies with no Nigerian ownership.
  2. Engr Nkpubre is invited to engage forensic experts conduct due diligence on the companies.

V. Multiple Petitions:
“We have also forwarded this Petition to relevant authorities. We intend to also let
our grievances known to all stakeholders.”
FACTS:

  1. The Federal Ministry of Transportation in April 2021 after an indepth investigation dismissed the unmeritorious petition by a law firm acting on behalf
    of from Oron Union dated February 2021. Excerpts of the letter from the Ministry
    reads:
    “Accordingly, you are enjoined to advise Oron Union to cooperate and support Akwa Ibom State Government in its quest to successfully and timely execute the
    project for the overall interest of the citizens of the State and the Nigerian Economy”
  2. We concur with the advice of the Federal Ministry of Transport and commend same to Engr Nkpubre.
  3. All subsequent petitions received (some with common signatories) contain similar
    baseless allegations that are not based on facts and will suffer similar fate.

VI. Possible Motive?
“If they struggle to build a Dugout Port at Ibeno which is only 10km from Ibaka, it means the Natural Habour at Ibaka will remain a waste for eternity.”
“By this time other Deep Sea Port might have been operational. It is better for the Project to be stopped if they can not return the Deep Sea Port to Ibaka to be built in a shorter time and at a much cheaper cost.”

FACTS:

  1. Engr Nkpubre is very well aware that the natural harbour in Ibaka cannot “remain a waste for eternity”. Ibaka harbour has huge potentials and is a selling
    point to investors.
  2. Engr Nkpubre’s company by his admission submitted a proposal for a productive use of Ibaka to the State Government seeking for partnership/funding which he claims was submitted to the Office of the Governor but has not received any attention.
  3. Ibaka harbour is part of the Ibom Industrial City and a most suitable location for marketing ship building and ship repair yard, specialized terminals which do not require great depths etc.

Possible Fallout of Engr Nkpubre’s Disinformation Campaign

  1. Ordinarily one would continue to ignore this disinformation campaign as the Technical Committee have but there exists the possibility that the innocent and uninformed may be swayed by the deliberate misinformation and manipulation carried on by Engr Nkpubre. To some extent it is a good thing for an octogenarian to be energized and Engr Nkpubre has found a source for constant adrenaline.
    We would cheer him on if it was harmless but that is not the case. For the sake of argument and in the highly unlikely event that Nkpubre’s desire to “stop” the project actually happens, the Oron community and youths have to pause for a moment and answer the question: who will suffer loss, who will be disadvantaged if the development moves elsewhere?

The ultimate beneficiaries of the deepsea
port and industrial city will be the Oron community and youths. Conversely, disruption of or stopping the project will hurt the Oron youths and community
the most.

  1. It has been brought to Engr Nkpubre’s attention that Lagos ports are located in Apapa, yet the economic development impact of the port is felt hundreds of
    kilometers away from Apapa beyond Ogun State let alone a shouting distance from the seaside to Mbo – a Local Government of Oron people.
  2. Almost the entirety of the Ibom Industrial City is located in Mbo. Developments
    in the Ibom Industrial city will commence prior to the construction of the port.
  3. Finally, Engr Nkpubre is aware of other competing port projects as it is wish that
    “By this time other Deep Sea Port might have been operational.” while the port development in Akwa Ibom is truncated, does he imagine that Oron youths and
    experts will have employment in those out of State ports? He should sheath his sword and direct his funds and influence to the training of Oron youths and get
    them ready and equipped for employment even at the consultancy and construction phase of the port development.

Investigation: How FG’s Dismissal Of Oron Union’s Petition Against Akwa Ibom Deep Seaport Project Vindicated Gov Udom Emmanuel

Since last Saturday, when the Akwa Ibom State Governor, Udom Emmanuel, during the 9th edition of the popular Television and Radio program, “Governor Speaks” accused the Oron Union, a socio- political group of writing unfounded, spurious and unsubstantiated petitions to scuttle the Ibom Deep Seaport Project, there had been a firestorm of reactions from a section of the Oron Nation.

Some have poured invectives on the Governor, saying that he did not put the facts right; that they did not write petitions to scuttle the project while others have crossed the red line, by wishing harm to the Governor.

Some even descended to the level of making all manners of incendiary and morally reprehensible assertions that are lies and products of vile blackmail.

Facts have however, emerged to show that the Oron Union indeed wrote petitions to the Federal Ministry of Transport to scuttle the Ibom Deep Seaport Project.

“Incontrovertible fact is, the Oron Union acted against the development of Akwa Ibom State and the Oron Nation by writing unfounded, spurious and unsubstantiated petitions to scuttle the Ibom Deep Seaport Project. Governor Udom Emmanuel was very right,” a source in the Federal Ministry of Transportation told our reporter.

WazobiaReporters gathered that in response to Oron Union’s various petitions against the Ibom Deep Seaport Project, the Federal Ministry of Transportation wrote a letter dated April 22, 2021.

The letter, referencing the Petition number: IDSP/ 02/21/ MOT, titled; “Illegal Relocation of Ibaka Deep Seaport from Ibaka Bay to Ibeno Bay” was signed on behalf of the Minister by AD Suleiman, Director of Maritime Services.

It reads in part; “the Ministry conducted an extensive in-depth investigations into the matter with the view to establishing the veracity or otherwise of the allegation. The petition was consequently found to be lacking in merit, and unsupportive of the reality on ground.

“Accordingly, you are enjoined to advise Oron Union to cooperate and support Akwa Ibom State Government in its quest to successfully and timely execute the project for the overall interest of the citizens of the State and the Nigerian economy.”

An official of the Ministry of Transportation, who made the letter available to our reporter under the condition of anonymity said; “Oron Union owes His Excellency, Governor Udom Emmanuel and indeed the entire peace-loving and developmentally conscious people of Akwa Ibom State apologies for putting their selfish interest over those of the State in particular and the nation in general.”

GOVERNOR EMMANUEL INAUGURATES ROAD, 300m TWIN BRIDGES IN OBOT AKARA, AWARDS MORE PROJECTS

Governor Udom Emmanuel has inaugurated the Second Phase of the Nto Edino / Ekwereazu Road that comes with twin bridges to link some Obot Akara communities and also ease movement from Akwa Ibom State to Abia State.

The exercise which was part of activities to mark the 2021 Akwa Ibom State anniversary, was witnessed by the Wife of the Governor, Mrs Martha Udom Emmanuel, Deputy Governor, Mr Moses Ekpo, Speaker of the House of Assembly, Rt.Hon. Aniekan Bassey and other top government officials.

Speaking during the Commissioning, the Governor accompanied by other Government functionaries,said that the best way to appreciate citizens for their votes is through construction of quality projects, investments opportunities and peace of mind.

‘I’m not just coming back here for the bridges but to say thank you for everything you have done. Road projects and investments are better ways to say thank you.

“Once you drive into Akwa Ibom State from other parts of the country, you’ll see dividends of good governance.

” I want to assure Obot Akara people that I have also noted the other Mbiaso and Ikot Ambang roads and the bridge you’ve mentioned today, I have already directed Seyang to commence work on that other bridge and road and I am sure with his level of competence, we should come back to commission it 15 months from now.

He expressed satisfaction over the quality of work done by the indigenous contractor Engr. Samuel Inyang on the Nto Edino/Ekwereazu Road.

“I knew that immediately we commissioned the first phase of this road, there would be a surge of traffic, so, I asked them to complete the twin bridge and fortify it to carry any form of load.

“Seyang , has made us so proud as an indigenous contractor, this is excellent engineering. It’s good to acquire sufficient knowledge and skills in what you set to study. I am impressed by what Engr. Samuel Inyang.

“I’m not an engineer but if you check the bridge and strength it can carry, you will understand what I’m saying.” he said.

The governor once again displayed his soft nature, when he directed immediate empowerment of an elderly man whose house overlooks the new bridges, and further mandated the Permanent Secretary to ensure the remodeling the man’s house.

Earlier in his speech, the Commissioner for works, Prof Eno Ibanga explained that the twin bridges measures about 350meters with 1.2km pitch stone to control erosion and 4 drains, to control storm drains.

“The rain is showing that this road is well constructed. This is the only smooth road that takes people out of Akwa Ibom to eastern part.
We are happy to be here to open this twin bridge”, he said, referring to a downpour that heralded the inauguration exercise.

Also speaking, the Senator Representing Ikot Ekpene Senatorial district, Senator Chris Ekpenyong, described the Governor as a covenant keeper, whlie recounting the ordeals of Obot Akara people as a result of the dilapidated road network.

“I’m not going to speak much, l’m a beneficiary of this project, in 1999, I was the Deputy Governor, we could not pass this road.

“We lost so many souls here, may the Soul of the man I sent to work on this road rest in peace.

“As Deputy Governor, for 8 years, I pleaded for this road to be done, I only got N7m from my principal, Obong Attah. This is an erosion prone area and I practically knelt to beg your predecessor for 8 years to intervene, yet he refused despite coming from this part of the state.

Engr. Ekpenyong narrated further that “in 2015, you came for campaign and I pleaded with you to fix this road since we will support you to become Governor.

“You laid the foundation in 2016 and awarded this contract to Seyang, an indigenous contractor and today we are here for Commissiong.

“You contributed earnestly to my emergence as a Senator, I thank you so much for giving us a road, you can see the impact, this is the only route to the eastern part. We the people of Obot Akara will always stand by you. Thank you for awarding Mbiaso bridge and Ikot Ambang bridge, I pray you will complete it.

Also,Rt Hon Idongesit Ntekpere, member Representing Obot Akara lauded Governor Emmanuel for the projects done so far in Obot Akara, assuring that his gesture will be rewarded with transparency honesty, politically and otherwise.

The Commissioner for Youths and Sports ,Sir Monday Ebong Uko eulogised Governor Emmanuel for completing the road recalling that for over 32 years , people had died on the road due to its extreme bad condition.

He also thanked the Governor for construction of the Ikpe Mbang Eyop road and other roads in the area.

The Chairman of Obot Akara, Mrs Agnes Cosmas Udonwenwen in her remarks thanked the Governor and assured him of their undying support towards his Completion Agenda.

“Where you go we will go. Thanks for all you have done for the people of Obot Akara.”

The Paramount Ruler of the Area, Edidem Uwa Umo Adiaka also lend his voice of commendation to the Governor, adding that the area has never been so positively affected by any previous administration.

Vice President Osibanjo to visit Akwa Ibom on Friday 24th September

. . . September 23 is not a Public Holiday, says State Government

His Excellency the Vice President of the Federal Republic of Nigeria, Prof. Yemi Osibanjo will on Friday, September 24, 2021, pay an official visit to Akwa Ibom State to commission the Dakkada Luxury Estate and the Dakkada Luxury Towers as part of activities marking the 34th Anniversary of State creation.

This was made known by the Hon. Commissioner for Information & Strategy, Com. Ini Ememobong on Wednesday, September 22, 2021 in a press briefing held at the NUJ Press Centre, Uyo to inform members of the fourth estate of the realm of activities marking the State’s 34th Anniversary.

The Hon. Commissioner explained that this year’s State anniversary celebration shall be a low-key one due to the need to adhere to Covid-19 guidelines.

Therefore, Thursday September 23, has not been declared as a public holiday by the state government hence it is not a work free day.

Other events lined up to mark the state’s anniversary celebration according to the State Information helmsman are the commissioning of 2No. 45M span bridges in Obot Akara LGA on Wednesday September 22, Commissioning of internal roads in Shelter Afrique Estate and Swearing-in of new Paramount Rulers on Thursday September 23, and an interactive media chat with the Governor on Saturday, September 25.

Furthermore, the dualized 25Km Uyo-Ikot Ekpene shall be commissioned on Wednesday, October 6, while internal roads in Oron LGA, Udung Uko LGA, and Akwa Ibom State University shall be inaugurated on Friday, October 8.

A special thanksgiving service shall be held on Sunday, September 26.

Comrade Ememobong also noted that in furtherance of Gov. Emmanuel’s commitment towards improving the quality of healthcare delivery in the state, the remodelled Ikot Ekpene General Hospital shall be commissioned on Tuesday October 26, while an Oil Parm Processing facility will also be inaugurated the same day in Essien Udim LGA.

NJC RECOMMENDS SUBSTANTIVE APPOINTMENT FOR AKS ACTING CHIEF JUDGE

The National Judicial Council (NJC) has recommended the acting Chief Judge of Akwa Ibom State, Hon. Justice Ekaette Fabian Obot, for appointment as substantive Chief Judge of the state.

The recommendation followed a release of a list of nominated Judicial Officers into various positions by the NJC.

Director of Information (NJC) Mr. Soji Oye said that the appointed officers were accepted by the council after carefully considering the list presented by its interview committee at its 95th meeting held on September 15 and 16, 2021.

Until her recommendation, Justice Obot served as the acting Chief Judge of the State since the retirement of her predecessor Justice Godwin Abraham.

With this recommendation, Hon. Justice Ekaette Obot will soon be sworn in as substantive Chief Judge of Akwa Ibom State by Governor Udom Emmanuel.

Congestion Hits Uyo City as World Entertainers Converge for Festival

There is a currently observed congestion in hospitality outfits and road traffic in Uyo, capital city of Akwa Ibom state, owing to the large crowd of entertainers being hosted in the state.

Our correspondent gathered that the entertainers are in the state for the week long entertainment festival  organised by the Special Assistant to the Akwa Ibom governor on entertainment, David Sergeant, and holding between Wednesday September 15 to Sunday 19, 2021.

According to Sergeant during a pre-event media briefing, the Ibom entertainment week festival is initiated to create a platform for talents in various sectors of the industry to be highlighted and celebrated.

While hinting that the event will be graced by special and senior special assistants to other state governors on entertainment/tourism, as well as veteran comedian Alibaba, pop stars Iyanya and Skales, Sergeant said the festival will record the first of it’s kind in the history of the state.

Sergeant who is widely known by his stage name, Utang Akwa Ibom, further said, “our message is simple, Akwa Ibom State is blessed with talents, we want the world to know that we have a vibrant entertainment industry and a supportive governor”.

Meanwhile, the festival was on Wednesday declared open by the state governor, Udom Emmanuel at the Ibom Tropicana ground, Uyo.

Represented by culture and tourism commissioner, Orman Esin, the governor commended his special assistant on entertainment for a job well-done, the entertainers in the state for their unwavering support and for being a reference point in the country.

WE CANNOT DEVELOP AKWA IBOM WITHOUT PEACE – Gov Emmanuel

… As Onna Stakeholders, Indigenes Pledge Continued Support for Emmanuel’s Completion Agenda

Governor Udom Emmanuel has emphasised that in as much as development is the yearning of everyone, Akwa Ibom State cannot experience any meaningful development in the absence of peace in any part of the state.

At the finale of the Local Government Area tour of Maintain Peace Movement (MPM) in Onna, Governor Emmanuel acknowledged that Akwa Ibom State has enjoyed significant peace which he said is what God has given to the state and that his administration is “consolidating” on “what God has put on ground for Akwa Ibom”.

The Governor who likened the Maintain Peace Movement to the Biblical Noah’s ark, called on stakeholders and Akwa Ibomites to sign up for the peace sustenance initiative, while re-echoing the position of Akwa Ibom people on peace and its preservation, holding that “Akwa Ibom people want peace because we cannot have development without peace and we want to maintain this peace that we have”.

Advising against violence and incitement, he made it clear that the state is moving forward in “one accord” and no force will halt the movement, declaring that “anybody who wants power through violence does not wish Akwa Ibom well.”

“This is not about anybody, but it is about peace in our state for us to develop our economy”, he said.

Others who spoke in their seperate remarks in Onna before the inauguration of the Local Government Steering Committee of MPM in the area, agreed that peace must be maintained in the state, and restated their unalloyed support for the Governor and his completion agenda.

Chief of Staff to the Governor, Akparawa Ephraim Inyangeyen, State Chairman of the Peoples Democratic Party (PDP) Hon (Elder) Aniekan Akpan, Senator representing Akwa Ibom South Senatorial District, Sen (Dr) Akon Eyakenyi, Rt. Hon. Udo Kierian, leader of Akwa Ibom State House of Assembly, who represented the Speaker, Rt Hon Aniekan Bassey, and State Chairman of ALGON, Hon Iniobong Robson, in their seperate speeches, aligned with the ideals of MPM and communicated their support for the Governor, saying that His Excellency has to end his tenure well.

On his part, the Chairman of MPM, Barr. Emmanuel Enoidem, who extolled the virtues of the Governor, said that the state’s fortunes have been better than many other parts of the country, adding that Akwa Ibom State is blessed to have a Governor in the mould of Governor Udom Emmanuel.

“Today we have come to Onna to raise a consciousness of safety and security. What God has given to us through the Governor will not be taken for granted. We will stand with you because you are a visioner”, said Enoidem.

The newly inaugurated Coordinator of MPM for Onna Local Government Area, Rt. Hon. Pat Ifon, who represents Eket, Esit Eket, Ibeno and Onna in the House of Representatives, while accepting his role in the group, declared, “we have come to water the seed of peace in Onna because we have had great peace in Onna.”

“The Governor is our brother and we will not only stand with him, we will follow him, we will do what is necessary to maintain peace in Onna.”

GOV EMMANUEL SETS TARGETS FOR NEW COMMITTEES ON GENDER BASED VIOLENCE, ROAD SAFETY

Governor Udom Emmanuel has inaugurated the Akwa Ibom State Gender Based Violence Management Committee (GBVMC) as well as a Road Safety Advisory Council (RSAC) for the state.

Performing the inaugurations Wednesday at the Executive Council Chambers, Government House, Uyo, Governor Emmanuel stressed that the establishment of the Gender Based Violence Committee became necessary to proffer a synchronized approach to addressing all forms of violence against persons and reinforce the already operational Violence Against Persons Prohibition Law in the state.

“We are trying to do this across the Federation, to work towards the total elimination of social and cultural practices that enable gender-based violence”, the governor said, adding that the Committee will also make recommendations for the State’s line of actions against gender based violence.

He said the committee is to also stimulate actions to improve the welfare of victims and restore sanity, especially concerning rape and domestic violence across genders.

“I emphasize, any man caught in the act of rape or reported, the law will take its course and we will fast track the law to take its course. We won’t agree to all those indefinite adjournments,” he stressed.

Governor Emmanuel said the Road Safety Advisory Council was born out of concerns raised in the National Economic Council over loses occasioned by carelessness and disorderliness in road usage across the nation and was being instituted in all states of the federation.

Highlighting the terms of reference, the governor said the Council in obligated to, among several other responsibilities, set state road safety strategy targets in line with the federal road safety standards, draw up safety strategy targets for the state and ensure coordination between state and local government areas in achieving road safety targets, drive implementation of federal road safety strategies, evaluation of outcomes of national road safety targets.

The Akwa Ibom First Lady, Dr. Mrs. Martha Emmanuel, interacting with government house correspondents, thanked God and the governor for bringing the long craved institutionalization of structure for enforcement of gender based violence prohibition to fusion.

Mrs. Emmanuel said the establishment of the committee was a major milestone in the fight against gender based violence and assured that establishment of the committee will yield fruit as her committee was action-poised to fight the menace and bring it to an end in the state.

The GBVMC has the state First Lady, Dr. (Mrs.) Martha Emmanuel, as Chairperson, Mrs. Emem Ette of the Ministry of Justice as Secretary, with the Commissioner for Women Affairs and Social Welfare, Dr. Ini Adiakpan, State Director of Information, Mr. James Edet, Police desk officer in charge of Gender based matters, Supol Nseobong Umoh and nine others drawn from various relevant government agencies and Civil Society Organisations, as members.

GOV EMMANUEL ANNOUNCES INTERMEDIATE COLLEGE OF SCIENCE AND TECHNOLOGY, HARPS ON SKILLS EMPOWERMENT

The Akwa Ibom State Governor, Mr. Udom Emmanuel has revealed plans to establish a College of Science and Technology that will run as an intermediary programme to prepare students into Science and bridge the gap of effective science learning preceding tertiary education.

He has also solicited collaborations with University of Lagos in the areas of personnel training and manpower development said the state is set to rejig the curriculars of education generally and that of Akwa Ibom State University (AKSU) through collaborative programmes and entrepreneurial courses packaged to establish students after their school year.

Governor Udom Emmanuel made these known on Monday, while receiving a delegation from University of Lagos, his Alma Mata, led by the Vice Chancellor Prof. Oluwatoyin Ogundipe in a courtesy visit at Government House, Uyo.

“So we are trying to rejig the curricular, we want to bridge a gap of intermediary education the way you see in other places, so we are thinking of establishing a College of Science and Technology that will serve as an intermediate programme that will prepare people to come into science because in most cases students leave secondary school and gain admissions into the University, and most secondary schools don’t have the same standards, so we are trying to bridge that gap and it is an area we need a whole lot of assistance”.

“We want collaboration with you in our tertiary institution Akwa Ibom State University, (AKSU) I am sure the Commissioner for Education with Vice Chancellor of AKSU will make a presentation at Exco very soon in these areas we want collaboration especially in the area of training our people, lecturers and a whole lot, this is because the original vision of that institution was to specialize in Science and Technology”.

The Chief Executive Officer of the state also indicated that plans are underway to formalize empowerment programmes at the skills acquisition center established by the state government to create jobs for youths, calling on University of Lagos to partner the state in areas of manpower development and entrepreneurial courses in the centre.

“This year we announced that we are declaring a state of emergency in the education sector beginning from the basic level, rejig the system, recruit better teachers and this is an area we want UNILAG CONSULT to handle for us.

“We have a whole lot of areas we will collaborate as government, I have a department headed by youths all they do is entrepreneurial training and set up, but I see that I can formalize that and what I am doing right now is we will setup a full institution, which after the first year of studies in that school, one starts earning money”.

Governor Emmanuel, thanked them for the visit and promised to support the institution host the Nigeria University Games Association (NUGA).

In his remarks, the Vice Chancellor University of Lagos, Prof. Oluwatoyin Ogundipe, who described Governor Udom Emmanuel’s leadership as unique in the state said as an alumnus he has made the institution proud and expressed readiness to partner the state in manpower development of the state’s tertiary institution.

“We want to acknowledge your contributions in the areas of industrialization and power and we want to assure you that if there is any area you want us to collaborate in studies, we will be ready to collaborate with the state.

“We are bringing on board two major things, we are ready to collaborate with you concerning the young university, just like the Borno State University that we are going to train their lecturers and some of their lectures who had to do Ph.D. definitely we will be able to assist them because of the collaboration we have with other tertiary institution outside the country it will be easy for them to do their research work.

“The second thing is collaboration with government in areas of studies, you want to test your feasibility, and we will do it”.

A’IBOM GOVT APPROVES WORK ON IKPA ROAD EROSION SITE…ROLLS OUT IBOM SOFT TISSUE PAPERS

Akwa Ibom State government has approved urgent intervention at erosion sites affecting parts of Uyo Village road and Ikpa road within the Uyo metropolis.

This was the outcome of the State Executive Council meeting presided over by Governor Udom Emmanuel, Wednesday at the Exco chambers.

The state executive council directed the Ministry of Environment and Solid Mineral Development to act immediately to prevent further destruction of the environment and loss of property.

The Commissioner for Information and Strategy, Comrade Ini Ememobong in a statement at the end of the Exco meeting, said, “Council approved the immediate award of contract for the intervention in the erosion sites at Ikpa road and Uyo village road.

“The Commissioner for Environment and Solid Minerals was directed to act immediately to prevent further degradation of the environment and loss of property”

The Governor who received in the executive chambers, the new soft roll tissue papers appreciated the Ministry of Trade and Investments for the addition of the tissue paper production line to its facility at the Dakkada Composite Industries.

Governor Emmanuel charged the Commissioner, Barr. Prince Ukpong Akpabio to ensure that the factory and its products are managed profitably.

Earlier, Commissioner Akpabio had presented the Ibom soft roll tissue papers to the state executive council, where he informed the executive council that the necessary approvals have been gotten and that the products were ready for the market.

Meanwhile, the state government has reiterated its earlier decision on the upper age limit (12 years) for students seeking entry level admission into public junior secondary schools in the state. To this end, School administrators have been charged to strictly adhere to the decision.
